El objetivo de este estudio es analizar el uso del sustantivo «ciudadano» en noticias de Sucesos en Ciudad Guayana, en el sur de Venezuela. Esta investigación se apoyó tanto en la filosofía moral como en la lingüística (Suárez Montoya, 2020a, 2021). Se evidenció que las cuestiones gramaticales van más allá de un enunciado. Para ello, se apeló al análisis semántico y a la hermenéutica crítica (Conill, 2010) para reflexionar sobre conceptos como el del sustantivo "ciudadano" (Cortina, 2001) en una (...) de las urbes más peligrosas del mundo. El corpus estuvo constituido en 149 noticias de cuatro periódicos locales; este trabajo inter y transdisciplinario reflejó las incidencias en la subcategoría significados impropios. El hallazgo: en algunos de estos textos periodísticos, hay lo que se ha denominado en este artículo como «desinformación moral» por cuanto no hay correspondencia semántico-moral: hay construcciones -en dos de los cuatro diarios analizados- que tienden a vincular la «ciudadanía» con la «delincuencia». Sirva este análisis textual para nutrir la discusión periodística sobre uno de los pilares de la democracia: el «ciudadano». (shrink)

The theoretical reliability of determinism. A review from the proposal of Mariano Artigas This article has two purposes. The first is to demonstrate that the theory of determinism, which claims to be based on the principles of experimental science, cannot be considered as an explanation compatible with such sciences. To do this, we use some ideas of Mariano Artigas on the explanatory power of scientific theories and their reliability from his book The Mind of the Universe. A través de un análisis crítico de la visión dicotómica de la ética (la profesional y la empresarial) proponemos un marco filosófico moral para los medios de comunicación social.

Adela Cortina introduced the term aporophobia in the public arena in order to offer another perspective in the discussion on the struggle against poverty and inequality. In this paper, we are aiming to apply this Cortina’s thesis in journalism, whose common thread will be the exodus of Venezuelans. Appealing to critical hermeneutics as a philosophical method, we understand journalism as a profession capable of transforming social reality. In order for journalism to gain social legitimacy and not be perceived as a (...) mere business or metric competition, it is urgent to understand it not from the functional-communicative point of view, but committed to human dignity, as a basis to generate opportunities for freedom. El objetivo de este capítulo es ofrecer una lectura alternativa que centre la mirada en el protagonismo ciudadano tras su letargo antipolítico por décadas en la democracia venezolana. ¿Qué respuestas han surgido desde la ciudadanía para contrarrestar la desinformación? Las respuestas no están en un humanismo digital, ni en la ética cívica ni una epistemología por la verdad. El propósito de este capítulo es argumentar la vitalidad de una ética cívica frente a una robotización del ejercicio periodístico. Para ello se contrasta la idea de que la inteligencia artificial se basta a sí misma para luchar contra los bulos con una infoética digital o algorítmica, que pone en valor los principios de la ethica cordis.

Como dice en la presentación de esta obra el profesor Javier Sánchez Cañizares, director del Grupo Ciencia, Razón y Fe (CRYF) de la Universidad de Navarra, los autoreshan tomado sobre sí, cada uno, la plena responsabilidad respecto de las verdades en las que sostienen a diario sus vidas. Han aceptado el desafío de acoger valientemente el empeño de pensar los problemas actuales, de modo interdisciplinar, para intentar iluminar los retos que presenta la sociedad de nuestros días. Es por esto que (...) el profesor Sergio Sánchez-Migallón señala en el prólogo de este libro que Jorge Martín Montoya Camacho y José Manuel Giménez Amaya «se comprometen con sus páginas porque hablan de lo que nos pasa y de lo que nos espera, así como de lo que nosotros miramos o dejamos de ver. No se habla aquí solo de ideas, ni solo de diagnósticos de algo ajeno al investigador. El objetivo general de este texto es analizar cómo la noción de la cooperación puede entronizarse en el oficio del periodismo desde la perspectiva de la ética de la razón cordial. Se pondrán en relación dos ejemplos de periodismo colaborativo en Venezuela, que aun no teniendo como base teórica ética, se rigen por ellos. Con este artículo se aspira a generar espacios de reflexión para fortificar el êthos de la comunicación social, de las empresas informativas y del periodista, con el (...) norte de la democracia y la justicia social. Los autores principales de esta investigación son: Patrici Calvo (2012, 2017, 2018), para hablar de la cooperación desde la ética de la razón cordial, corriente filosófica creada por Adela Cortina (2007). Se ha recurrido a la hermenéutica crítica como método de reflexión y postura para la revisión teórico-conceptual y así, poder replantear la idea del periodismo y de su ética. El periodismo puede y debe contribuir con la democracia y no limitarse a la difusión de mensajes sin ningún propósito; por otro lado, antes de hablar de cooperación, hay un valor en la profesión periodística, el celo por la noticia, anclado en el afán de la primicia y de la exclusividad; en esta reflexión se apunta a reconducir ese celo noticioso hacia la democracia. Dicho esto, los medios de comunicación y plataformas digitales enfrentan el reto de asumir el deber ético de emprender una nueva narrativa profesional, corporativa y social desde de la colaboración, la solidaridad y compasión. El presente capítulo tiene dos propósitos. El primero es mostrar los fundamentos fisicalistas de las posturas filosóficas que defienden el determinismo naturalista, en la tradición de la filosofía analítica. El segundo es analizar una posible compatibilidad entre el determinismo teológico y el naturalista de acuerdo con los principios causales de estos determinismos. Concluyo que tal compatibilidad no es posible porque ambos determinismos están fundados en los principios del fisicalismo que es intrínsecamente contradictorio. Además, ninguno de tales determinismos es defendible si (...) se atiende a la distinción epistemológica entre hechos y proposiciones, que permite introducir una asimetría entre las propiedades de lo físico y lo mental. La posverdad es un fenómeno mediático referido a la tergiversación de la verdad en los medios de comunicación, especialmente por la proliferación de noticias falsas. En este artículo definiré los principales elementos de este fenómeno, los hechos que han generado su aparición, y un marco filosófico para su análisis ético profundo. Explico además por qué la simple asociación de la posverdad con la mentira es insuficiente, y planteo que la ampliación del marco conceptual para su análisis, con la introducción de (...) la idea de charlatanería desarrollada por el filósofo Harry Frankfurt, junto con la noción de emotivismo de Alasdair MacIntyre, nos pueden ayudar a entender mejor sus efectos perjudiciales. Afirmo que sin estos conceptos no es posible entender la intrínseca complejidad de la posverdad, y sus repercusiones más nocivas en la sociedad. Finalmente, muestro los principales peligros de la posverdad en la era poscovid debidos, especialmente, a la desconfianza generada por la evidente manipulación de la verdad, y la fragilidad ética y antropológica en la que se encuentra el ser humano en la actualidad. The epistemic status of Natural Selection has intrigued to biologists and philosophers since the very beginning of the theory to our present times. One prominent contemporary example is Elliott Sober, who claims that Natural Selection, and some other theories in biology, and maybe in economics, are peculiar in including explanatory models/conditionals that are a priori in a sense in which explanatory models/conditionals in Classical Mechanics and most other standard theories are not. In this paper, by analyzing what we take to (...) be the four possible interpretations of Sober’s claim, we argue that, terminological preferences aside, the possible senses in which explanatory models in Natural Selection can qualify, or include elements that can qualify, as a priori, also apply to Classical Mechanics and other standard, highly unified theories. Una de las características principales del desarrollo de la modernidad ha sido el encubrimiento de los fines naturales de la técnica. En este artículo profundizamos en esa desnaturalización, que ha hecho de la tecnología un elemento susceptible de estar al servicio de un poder deshumanizante. Sostenemos que este proceso ha llevado al oscurecimiento de una visión natural del ser humano que evita fundamentar la integración de su vida con el bien de la sociedad. Por tanto, se percibe en la actualidad (...) un desgajamiento entre los fines naturales de la humanidad y los elementos técnicos que solo puede ser corregido por el potenciamiento de los vínculos dentro de una comunidad. La tesis que defiende este capítulo contrasta con los enfoques sobre la concepción de verdad en la tradición periodística, de base aristotélica. La reflexión gira en torno a la necesidad de equilibrar la balanza entre las responsabilidades mediática y político-institucional con la concienciación de que también existe una responsabilidad cívica en la pretensión de la búsqueda de la verdad. De allí que el hábito sostenible de la verdad práctica sea una praxis ciudadana que se cimente primero en la adecuación y (...) luego en una pretensión liberadora -también de la mano del Estagirita, de Zubiri y de Jesús Conill- de la verdad. La vía propuesta es la distinción entre «veracidad», como momento de lo real, en la línea correspondentista, y «verdad», cuando, partiendo de factualidad, se apunta a la emancipación (que puede entenderse como horizontes de democracia, sociedad plural, ODS, derechos humanos); sin duda esta propuesta ampliada de verdad práctica en la infoética bebe también de la tradición hebrea de la verdad, que cifra la clave en la fiabilidad. La crítica del autor es que la verdad periodística se ha petrificado en la factualidad y ha terminado en facticidad y, en contextos sangrantes de vulnerabilidad social, política y humanitaria es un lujo que la humanidad no puede permitirse. Una de las características principales del mundo en que vivimos es lo que denominamos la presencia de un vitalismo metabólico. En este artículo queremos profundizar en el uso antropológico-cultural de este concepto al relacionarlo con los deseos humanos de felicidad y salvación y las implicaciones de la tecnología para, finalmente, llevar a cabo una conclusión a través de un posible escenario distópico. Sostenemos que la supremacía cultural de este tipo de vitalismo ha llevado al oscurecimiento de una visión natural y (...) unitaria de la experiencia de la caducidad del cuerpo humano y, por tanto, también de la necesidad natural del hombre de ser salvado. Desde un punto de vista antropológico, analizamos que en la base de todo este proceso se encuentra el recorte de los fines naturales de lo que definimos como intencionalidad corpórea, la cual es difícil de entender si no se produce una integración adecuada, teleológicamente, de los aspectos biológicos y espirituales del ser humano. Harry Frankfurt has published On Inequality, but this is not the first time he has written about this subject. Frankfurt already criticized a rationalistic notion of equality on other occasions (Frankfurt, 1987 & 1997). In these works he says a rationalistic notion of equality cannot fit in with our belief that agents possess their own volitional necessities, which shape volitional structures of the human will. However, Frankfurt's explanatory connection between volitions, love and identification make it difficult to talk about personal (...) freedom. (shrink)

The aim of this article is to present a model of journalistic or advertising writing analysis, taking into account four linguistic areas: syntax, semantics, orthography and morphology, within an ethical perspective. The foundation is based on what I call the "ethics of the word", which does not apply exclusively to journalism or linguistics; it is transversal. Journalists ought to pay special attention to language so that in the pretense of information they do not fall into the vice of misinformation. Through (...) critical hermeneutics, the linguistic analysis methodology is taken to clothe it with an ethical orientation, either because of the pursuit of excellence in the work instrument by journalists, because of their responsibility with the language or with the creation of public opinion. A distinction is introduced between itemized and non-itemized plural predication. It is argued that a full-fledged system of plural logic is not necessary in order to account for the validity of inferences concerning itemized collective predication. Instead, it is shown how this type of inferences can be adequately dealt with in a first-order logic system, after small modifications on the standard treatment. The proposed system, unlike plural logic, has the advantage of preserving completeness. And as a result, inferences such as (...) ‘Dick and Tony emptied the bottle, hence Tony and Dick emptied the bottle’ are shown to be first-order. (shrink)

Many approaches have been taken regarding this topic, some of them are anthropological or scientific that pursue the understanding of why we eat meat, but from the philosophical lens this question is solved in the field of applied ethics, which is the area that debate about the moral status of animals (nonhuman animals) and where different theorizations that tried to explain the relationship between animals and humans and the examination of the morality of meat consumption take place. This paper is based on a criterion recently proposed by Richard Fumerton for demarcating philosophy of mind and cognitive science. I suggest to extend it to a demarcation criterion between philosophy and science in general, and put it in the context of the historical changes of boundaries between the philosophical and the scientifi c fi eld. I point to a number of philosophical claims and approaches that have been made utterly obsolete by the advancement of science, and conjecture that a (...) similar thing may happen in the future with today’s philosophy of mind: under the supposition that cognitive science manages to progress very successfully in a certain direction, our concepts for mental states could change, and the type of philosophical interest we put in them, thus reshaping thewhole debate on the subject. In this paper I submit that the “Chinese room” argument rests on the assumption that understanding a sentence necessarily implies being conscious of its content. However, this assumption can be challenged by showing that two notions of consciousness come into play, one to be found in AI, the other in Searle’s argument, and that the former is an essential condition for the notion used by Searle. If Searle discards the first, he not only has trouble explaining how we can learn (...) a language but finds the validity of his own argument in jeopardy. (shrink)

In this paper I discuss the problem of animals' beliefs and the ontology associated with the idea of having non propositional content. It is argue that the beliefs of mute animals mainly serve an explanatory purpose.

The separation view of the mind, advanced by Davidson in order to face the problem of irrationality, is criticized. Against it, I argue that it is not consistent with Davidson's holism.

El propósito de este artículo es caracterizar la fuente de Sucesos en una de las ciudades más peligrosas del mundo. Para ello, se aplicará una metodología de análisis y de sistematización gramatical crítico-descriptivo de la redacción, a la luz de la gramática, de las normas ortográficas y de criterios de lingüistas clásicos, contemporáneos y de periodistas- lingüistas. Estas subcategorías pueden emplearse en otra fuente periodística de cualquier otro medio de comunicación hispanoparlante y también arrojarán un diagnóstico lingüístico sobre la redacción. (...) Aunque se recurre a la lingüística aplicada, el enfoque será periodístico y gramatical. El corpus está compuesto por 149 notas de Sucesos, de las cuales se tomaron en cuenta títulos y cuerpos de las notas. Which political principles should govern global politics? In his new book, Simon Caney engages with the work of philosophers, political theorists, and international relations scholars in order to examine some of the most pressing global issues of our time. Are there universal civil, political, and economic human rights? Should there be a system of supra- state institutions? Can humanitarian intervention be justified?

It is generally assumed that existing artificial systems are not phenomenally conscious, and that the construction of phenomenally conscious artificial systems would require significant technological progress if it is possible at all. We challenge this assumption by arguing that if Global Workspace Theory (GWT) — a leading scientific theory of phenomenal consciousness — is correct, then instances of one widely implemented AI architecture, the artificial language agent, might easily be made phenomenally conscious if they are not already. Along the way, (...) we articulate an explicit methodology for thinking about how to apply scientific theories of consciousness to artificial systems and employ this methodology to arrive at a set of necessary and sufficient conditions for phenomenal consciousness according to GWT. This chapter addresses a question of onlooker morality. It asks whether it is wrong to be publicly happy, or to engage in certain sorts of leisure, when (as was the case during the pandemic) we are aware that many members of our community are sick and dying.

This paper examines the question of whether Large Language Models (LLMs) like ChatGPT possess minds, focusing specifically on whether they have a genuine folk psychology encompassing beliefs, desires, and intentions. We approach this question by investigating two key aspects: internal representations and dispositions to act. First, we survey various philosophical theories of representation, including informational, causal, structural, and teleosemantic accounts, arguing that LLMs satisfy key conditions proposed by each. We draw on recent interpretability research in machine learning to support these (...) claims. Second, we explore whether LLMs exhibit robust dispositions to perform actions, a necessary component of folk psychology. We consider two prominent philosophical traditions, interpretationism and representationalism, to assess LLM action dispositions. While we find evidence suggesting LLMs may satisfy some criteria for having a mind, particularly in game-theoretic environments, we conclude that the data remains inconclusive. Additionally, we reply to several skeptical challenges to LLM folk psychology, including issues of sensory grounding, the "stochastic parrots" argument, and concerns about memorization. Our paper has three main upshots. First, LLMs do have robust internal representations. Second, there is an open question to answer about whether LLMs have robust action dispositions. Third, existing skeptical challenges to LLM representation do not survive philosophical scrutiny. (shrink)

Under what conditions would an artificially intelligent system have wellbeing? Despite its clear bearing on the ethics of human interactions with artificial systems, this question has received little direct attention. Because all major theories of wellbeing hold that an individual’s welfare level is partially determined by their mental life, we begin by considering whether artificial systems have mental states. We show that a wide range of theories of mental states, when combined with leading theories of wellbeing, predict that certain existing (...) artificial systems have wellbeing. Along the way, we argue that there are good reasons to believe that artificial systems can have wellbeing even if they are not phenomenally conscious. While we do not claim to demonstrate conclusively that AI systems have wellbeing, we argue that there is a significant probability that some AI systems have or will soon have wellbeing, and that this should lead us to reassess our relationship with the intelligent systems we create. ¿Podemos habituarnos a un mundo más sostenible? Más vale que digamos que sí. En septiembre de 2015, Naciones Unidas adoptó los 17 Objetivos de Desarrollo Sostenible (ODS). Esta Agenda 2030 es la respuesta del concierto mundial frente a desafíos como la pobreza, la desigualdad social, el hambre, la corrupción y el cambio climático. Los gobiernos de los 193 miembros de la ONU se comprometieron con esta hoja de ruta por un mundo más vivible. Pero ¿cuál es el papel de las (...) personas corrientes y molientes? Esta obra apunta a integrar los ODS en el ejercicio cotidiano de la ciudadanía. El futuro es sostenible no solo por el compromiso gubernamental, sino también individual de cada ciudadano. En estos 15 capítulos, profesores e investigadores de universidades de España, de México, de Colombia y de Venezuela exploran la tríada ambiental, social y económica que define el desarrollo sostenible. De allí que la educación ética y filosófica ha de transitar, a nuestro juicio, por el diálogo, la ecoética, la ecosofía indígena, la igualdad de género, el pensamiento crítico, la educación en y para la paz, la educación emocional, la compasión, la agencia epistémica, la inclusión, el cuidado de la salud mental, la fraternidad en las redes sociales, la moda sostenible, el consumo sostenible en consonancia con la educación ambiental y la verdad frente a la desinformación. La sostenibilidad no es un logro instantáneo, sino un proceso continuo que se entrelaza con hábitos y prácticas sostenibles. El êthos, o hábito (héxis) sostenido que se convierte en praxis, es el hilo conductor de estas reflexiones éticas y filosóficas sobre 15 hábitos, vinculados directa o transversalmente con los 17 ODS, que se han identificado como un nuevo mapa -este más ciudadano- para conseguir no un futuro, sino un presente más sostenible. Many defend the thesis that when someone knows p, they couldn’t easily have been wrong about p. But the notion of easy possibility in play is relatively undertheorized. One structural idea in the literature, the principle of Counterfactual Closure (CC), connects easy possibility with counterfactuals: if it easily could have happened that p, and if p were the case, then q would be the case, it follows that it easily could have happened that q. We first argue that while CC (...) is false, there is a true restriction of it to cases involving counterfactual dependence on a coin flip. The failure of CC falsifies a model where the easy possibilities are counterfactually similar to actuality. Next, we show that extant normality models, where the easy possibilities are the sufficiently normal ones, are incompatible with the restricted CC thesis involving coin flips. Next, we develop a new kind of normality theory that can accommodate the restricted version of CC. This new theory introduces a principle of Counterfactual Contamination, which says roughly that any world is fairly abnormal if at that world very abnormal events counterfactually depend on a coin flip. Finally, we explain why coin flips and other related events have a special status. A central take home lesson is that the correct principle in the vicinity of Safety is importantly normality-theoretic rather than (as it is usually conceived) similarity-theoretic. (shrink)

Recent advances in natural language processing have given rise to a new kind of AI architecture: the language agent. By repeatedly calling an LLM to perform a variety of cognitive tasks, language agents are able to function autonomously to pursue goals specified in natural language and stored in a human-readable format. Because of their architecture, language agents exhibit behavior that is predictable according to the laws of folk psychology: they function as though they have desires and beliefs, and then make (...) and update plans to pursue their desires given their beliefs. We argue that the rise of language agents significantly reduces the probability of an existential catastrophe due to loss of control over an AGI. This is because the probability of such an existential catastrophe is proportional to the difficulty of aligning AGI systems, and language agents significantly reduce that difficulty. In particular, language agents help to resolve three important issues related to aligning AIs: reward misspecification, goal misgeneralization, and uninterpretability. (shrink)

Dynamic Theodicy (DT) is a broad concept we bring up to designate some modern Philosophical Theology attempts to reconcile the necessary and perfect existence of God with the contingent characteristics of human life. In this paper we analyze such approaches and discuss how they have become incomprehensible because the metaphysical assumptions implicit in these explanations have lost their intrinsic relation to the natural human desire for salvation. In the first part we show Charles Hartshorne's DT-model, arising from the modal logic (...) of perfection, and the modern rational problems of this position in making infinite-necessary Being (God) and finite-contingent being (human) compatible. We note that at the heart of the contradictions in this DT account is a dialectical mode of thinking that makes it difficult to find a correct solution to this dichotomy, and to assume a human desire that could be considered related to lifelong goals. In the second part, supported by the proposal of Hans Urs von Balthasar's DT, we develop the concepts of bodily vulnerability, corporeal intentionality, and natural desire for salvation, which come from an Aristotelian-Thomistic thought. This theory is established in order to build an argument, following Alasdair MacIntyre’s ethical framework, on how to make possible the recovery of a metaphysical and anthropological desire that transcends natural aging and goes beyond death. We conclude that both human dependence and the virtues that arise naturally when human beings decide to seek the good of their transcendent condition, make it possible to recover the natural desire for salvation through divine and human love. In this interview Prof. Brian Leftow answers questions concerning the causes of the emergence of Analytic Philosophical Theology within the analytic tradition; the advantages of maintaining the traditional picture of perfect being theology with regards to divine attributes; his conception about the origin of necessary truths; the problem of evil; and the importance for universities of investing in research on philosophical theology.

This paper develops an information-sensitive theory of the semantics and probability of conditionals and statements involving epistemic modals. The theory validates a number of principles linking probability and modality, including the principle that the probability of a conditional If A, then C equals the probability of C, updated with A. The theory avoids so-called triviality results, which are standardly taken to show that principles of this sort cannot be validated. To achieve this, we deny that rational agents update their credences (...) via conditionalization. We offer a new rule of update, Hyperconditionalization, which agrees with Conditionalization whenever nonmodal statements are at stake but differs for modal and conditional sentences. (shrink)

Recent research has identified a tension between the Safety principle that knowledge is belief without risk of error, and the Closure principle that knowledge is preserved by competent deduction. Timothy Williamson reconciles Safety and Closure by proposing that when an agent deduces a conclusion from some premises, the agent’s method for believing the conclusion includes their method for believing each premise. We argue that this theory is untenable because it implies problematically easy epistemic access to one’s methods. Several possible solutions (...) are explored and rejected. (shrink)

Synthetic biology aims to synthesize novel biological systems or redesign existing ones. The field has raised numerous philosophical questions, but most especially what is novel to this field. In this article I argue for a novel take, since the dominant ways to understand synthetic biology’s specificity each face problems. Inspired by the examination of the work of a number of chemists, I argue that synthetic biology differentiates itself by a new regime of articulation, i.e. a new way of articulating the (...) questions and phenomena it wants to address. Instead of describing actual existing biological systems, the field aims to describe biological possibilities. In the second part I corroborate this hypothesis through a comparison between early research in the field of the origins of life and contemporary synthetic biologists, who are not so much interested in the historical origin of life on Earth, but rather in a universal biology of the possible origins of any life whatsoever. Today’s exponential advancement of information and communication technologies is reconfiguring participatory urban development practices. The use of digital technology implies new forms of decentralised governance, collaborative knowledge production, and social activism. The digital transformation has the potential to overcome shortcomings in citizen participation, make participatory processes more deliberative, and enable collaborative approaches for making cities. While digital tools such as digital mapping, e‐participation platforms, location‐based games, and social media offer new opportunities for the various actors and may act as a (...) catalyst for renegotiating urban space and collective goods, digitalisation can also perpetuate or even attenuate existing inequalities and exclusion. This editorial introduces the thematic issue “Citizen Participation, Digital Agency, and Urban Development” which focuses on the trajectories and (dis)continuities of citizen participation through digitalisation and elaborates this with examples from Europe and Asia on how the digital transformation impacts, challenges, or reproduces hegemonic power relations in urban development. Belief-in reports of the form 'S believes in O' have been taken to have at least two senses: factual and evaluative. I begin by briefly suggesting that there is no evidence for two distinct senses, then spend most of the paper developing a general semantics for belief-in reports. I explore, and use my semantics to explain, several features of belief-in reports: the context-dependence of what belief-that reports they entail, their widespread lack of equivalence with belief-that reports, and their neg-raising property. Put roughly, my semantics says that 'S believes in O' a) asserts that, for some contextually salient property F, S believes that O has F and b) presupposes that S either has a belief that O has F for which they meet an affective and evidential requirement or has a belief that O doesn’t have F for which they meet an affective and evidential requirement. This paper explores the principle that knowledge is fragile, in that whenever S knows that S doesn’t know that S knows that p, S thereby fails to know p. Fragility is motivated by the infelicity of dubious assertions, utterances which assert p while acknowledging higher-order ignorance whether p. Fragility is interestingly weaker than KK, the principle that if S knows p, then S knows that S knows p. Existing theories of knowledge which deny KK by accepting a Margin for Error (...) principle can be conservatively extended with Fragility. (shrink)

Background Previous analyses of democracy and population health have focused on broad measures, such as life expectancy at birth and child and infant mortality, and have shown some contradictory results. We used a panel of data spanning 170 countries to assess the association between democracy and cause-specific mortality and explore the pathways connecting democratic rule to health gains. -/- Methods We extracted cause-specific mortality and HIV-free life expectancy estimates from the Global Burden of Diseases, Injuries, and Risk Factors Study 2016 (...) and information on regime type from the Varieties of Democracy project. These data cover 170 countries and 46 years. From the Financing Global Health database, we extracted gross domestic product (GDP) per capita, also covering 46 years, and Development Assistance for Health estimates starting from 1990 and domestic health spending estimates starting from 1995. We used a diverse set of empirical methods—synthetic control, within-country variance decomposition, structural equation models, and fixed-effects regression—which together provide a robust analysis of the association between democratisation and population health. -/- Findings HIV-free life expectancy at age 15 years improved significantly during the study period (1970–2015) in countries after they transitioned to democracy, on average by 3% after 10 years. Democratic experience explains 22·27% of the variance in mortality within a country from cardiovascular diseases, 16·53% for tuberculosis, and 17·78% for transport injuries, and a smaller percentage for other diseases included in the study. For cardiovascular diseases, transport injuries, cancers, cirrhosis, and other non-communicable diseases, democratic experience explains more of the variation in mortality than GDP. Over the past 20 years, the average country's increase in democratic experience had direct and indirect effects on reducing mortality from cardiovascular disease (−9·64%, 95% CI −6·38 to −12·90), other non-communicable diseases (−9·14%, −4·26 to −14·02), and tuberculosis (−8·93%, −2·08 to −15·77). Increases in a country's democratic experience were not correlated with GDP per capita between 1995 and 2015 (ρ=–0·1036; p=0·1826), but were correlated with declines in mortality from cardiovascular disease (ρ=–0·3873; p<0·0001) and increases in government health spending (ρ=0·4002; p<0·0001). Removal of free and fair elections from the democratic experience variable resulted in loss of association with age-standardised mortality from non-communicable diseases and injuries. -/- Interpretation When enforced by free and fair elections, democracies are more likely than autocracies to lead to health gains for causes of mortality (eg, cardiovascular diseases and transport injuries) that have not been heavily targeted by foreign aid and require health-care delivery infrastructure. International health agencies and donors might increasingly need to consider the implications of regime type in their efforts to maximise health gains, particularly in the context of ageing populations and the growing burden of non-communicable diseases.
